This note is to clarify certain fine points of ITER organization, inadvertantly mis-stated in FPN99-7.
The meeting recently held in Cadarache, France, March 10-11, was not considered to be a meeting of the "ITER Council" but rather a meeting of "Delegations from the ITER Parties." This distinction comes about due to the fact that the U.S. did not sign the same ITER extension agreement as the other Parties, but rather signed a separate agreement (FPN98-21 and FPN98-28). For the time being, therefore, meetings of what used to be called the "ITER Council" are being viewed as meetings of "Delegations from the ITER Parties."
FPN99-7 also noted the endorsement (by the "Delegates") of the report of the Special Working Group (SWG) on the strategic rationale for ITER and stated that (the "Delegates") "reconstituted the SWG" and charged them "to develop proposals and all necessary supporting information for the complete realisation of ITER including key elements of a draft agreement for construction and operation and associated draft implementing arrangements." The clarification is that the Delegates "reconstituted the SWG established under Protocol 2 of the ITER EDA Agreement ...," the distinction being that this is a reconstitution of a previous SWG and not the SWG that just reported.
