Revised Congressional Update
There have been many changes in the makeup of the Congressional committees and subcommittees dealing with fusion.
In the House of Representatives, Bob Livingston (R-LA) continues to chair the Appropriations Committee. He has been a strong force for budget cutting. The key subcommittee of Appropriations for fusion is the Subcommittee on Energy and Water. It has a new chairman, Joseph (Joe) M. McDade (R-PA). He makes his home in Scranton, PA, is 65 years old, and has been in the House since 1963. He has sufficient seniority that he should have been selected last session as chairman of the full committee. He has been a member of the full Appropriations Committee but has not served on this particular subcommittee in the past. He is an attorney by profession, having received his law degree from the University of Pennsylvania in 1956, after receiving his B.A. degree from the University of Notre Dame in 1953. Though PPPL is not in his district, a key supporter of fusion on the Subcommittee is Rep. Rodney Frelinghuysen (R-NJ). A second term congressman, he is 50 years old and makes his home in Morristown, NJ. He received his B.A. degree from Hobart College and did graduate studies at Trinity College. The ranking Democrat on the Subcommittee, and a fusion supporter, is Rep. Vic Fazio (D-CA). He makes his home in Sacramento, CA, is 54 years old, and has been in Congress since 1979. He received his B.A. from Union College in 1965 and did graduate study in public administration at California State University. Other returning members of the Subcommittee are Harold Rogers (R-KY), and Joe Knollenberg (R-MI). New members of the Subcommittee are Mike Parker (R-MI), Sonny Callahan (R-AL), Jay Dickey (R-AK), Peter Viscloskey (D-IN), Chet Edwards (D-TX), and Ed Pastor (D-AZ). All served in Congress last term; Parker, Callahan, Dickey, and Edwards were on the full Appropriations Committee but did not serve on this Subcommittee.
The House Science Committee will be chaired by James Sesenbrenner (R-WI), replacing Robert Walker. The Subcommittee on Energy and Environment, which deals with the Office of Fusion Energy Sciences program, is expected to be chaired by Ken Calvert (R-CA), replacing Dana Rohrabacher.
Frank Murkowski (R-AK) will continue to chair the Senate Energy Committee. The Subcommittee on Energy Research and Development has been replaced by a subcommittee called the Subcommittee on Energy Research, Development, Production, and Regulation. It will be chaired by Don Nickles (R-OK); Pete Domenici (R-NM) will be vice chair. Ted Stevens (R-AK) will chair the Senate Appropriations Committee, replacing Mark Hatfield. Pete Domenici (R-NM) will continue to chair the Subcommittee on Energy and Water. Domenici will also chair the Budget Committee.
