INEST is the first institute in China specializing in nuclear safety issues (both fission and fusion) and is a leading institute in China on fusion nuclear technology research and development. INEST is the executive institution representing the Ministry of Science and Technology (MOST) in the International Energy Agency (IEA) Implementing Agreement on a Cooperative Program on Environment, Safety and Economic Aspects of Fusion Power, as well as the Implementing Agreement on a Cooperative Program on Nuclear Technology of Fusion Reactors. It is also responsible for the nuclear safety assessment for the ITER Tritium Breeding Module (TBM) under the leadership of MOST.
