U.S. Congress Passes FY 2012 Budget

The U.S. Congress has finally passed an "omnibus" appropriations bill funding the U.S. government for Fiscal Year 2012, which began October 1, 2011. The bill includes funding for the Department of Energy (DOE) and its fusion effort.

The bill provides $25.8 B for the DOE as a whole, compared to the President's request level of $29.5 B. The DOE Office of Science will receive $4.9 B, compared to the President's request level of $5.4 B and the FY 2011 appropriation of $4.8 B. Within DOE, the National Nuclear Security Administration (NNSA) will receive $11 B, compared to the President's request level of $11.7 B and its FY 2011 appropriation of $10.5 B. The Office of Fusion Energy Sciences (OFES) is within the Office of Science and the Inertial Confinement Fusion (ICF) Program is within NNSA.

The bill provides OFES with $402 M, compared with the President's request of $400 M and the FY 2011 appropriation of $376 M. The report accompanying the bill states:

"The conference agreement provides $402,177,000 for Fusion Energy Sciences, of which not more than $105,000,000 is for U.S. contributions to ITER. The conference agreement includes $24,741,000 for the High Energy Density Laboratory Plasma Program, of which $12,000,000 is to be evenly distributed among heavy-ion fusion, laser-driven fusion and magneto-inertial fusion. The conference agreement includes direction for the submission of a 10--year fusion plan as provided by both the House and Senate."

The bill provides the ICF program with $476 M, the same as the President's request level. The report accompanying the bill states:

"The conferees provide $476,274,000 for the Inertial Confinement Fusion and High Yield Campaign, which includes $62,500,000 for Omega at the University of Rochester, $48,000,000 for the Z facility at Sandia National Laboratory, and $5,000,000 for the Naval Research Laboratory, as requested."
