In an April 17, 2006 memo, Baldwin wrote:

I am announcing today that various magnetic fusion activities at General Atomics (GA) are being pulled together into an integrated Magnetic Fusion Energy (MFE) Program.

Ronald Stambaugh, formerly Director of the DIII-D National Fusion Program, will become Director of the GA MFE Program. Reporting to Stambaugh will be Tony Taylor, the new Director of the DIII-D National Fusion Program; Richard Callis, Director of GA's ITER Program; and Robert Olstad, Director of MFE Technologies.

The MFEITER Program will manage GA roles in providing the U.S. contributions to ITER and manage participation of GA staff in ITER. This MFE organization will better enable GA to play leading roles in the U.S contribution to the ITER Project and to prepare GA for an expanding role in a fusion energy future.

The Energy Group will now consist of the Magnetic Fusion Energy Program under Ron Stambaugh; the Theory and Computational Science Division under Vincent Chan; and the Inertial Fusion Technologies, Photonics, and Fission Divisions under Mike Campbell.

The Business and Technology Development Division under Chris Hamilton will continue to develop new Energy Group spin-off business and initiatives. Energy Group management will continue to be supported by the Program Support Division under Keith Shoolbred.

This set of programs will position General Atomics well to play a leading role in advanced energy technologies for national and world needs.
